Or the present administration can stop gutting the Navy by reducing it from 12 to 10 carrier groups. A carrier group with additional escort vessels could act to be a constant rapid reaction force to American flagged vessels - able to use naval air or surface forces to “eliminate with extreme prejudice” any pirating vessels (of any size) that threaten American flagged vessels. The CIC of a carrier group could easily keep constant track of all US flagged vessels in the areas. If necessary we could even put military gun crews on them as during the last world war. With removal weaponry if necessary.
