What law are you referring to? I teach CCW in Arizona, and I do not know of any blanket provision prohibiting “warning shots” though I think that they are almost always a bad idea.

Shannon’s Law, A.R.S. 13-3107, would definitely be a blanket provision against firing warning shots.
