Do the Marine Radios work in areas with hills, gullies, arroyos?

I cannot answer that, VHF is usually line of sight so I would think it will be degraded. I suggest the VHF Marine radio because its not expensive to buy and would not have cluttered frequencies like CB in an urban area, of course being near a marina is another story, I was thinking in open country away from boating areas it would be “under the radar” so to speak.

There is always carrier pigeons...

BTW if it got so bad that even communication is compromised we should consider messengers, maybe pizza delivery persons, cab drivers, septic tank drivers. I do not want to visualize any more of that scenario, lets just all concentrate on repairing our country for now.

Yes they do but the range is somewhat limited.
