They finally compromised on that, from what I'm reading here:

"A sixth provision, softening a provision to impose criminal penalties for collecting some fossilized rocks on federal land, was included in the final bill."

So Coburn must have been successful in that respect.

The “Paleontological Resources Protection Act” doesn’t protect any resources, its to protect their prescious “theory of evolution” that crumbles a bit more each time one of those fossils sees the light of day.
