I know that area well. It is not safe to drive some of those city streets, especially if driving while white.

As a hospice volunteer I have had to call the police for an escort to visit a patient because they told me I'm not ‘allowed’ to drive there by myself!
Not only that, the dying patients family members were stealing their medication! I was so po’d!
Some people are just animals and there is no amount of money or education that is going to change it.

Once, when I was young, I WALKED from Berkeley all the way down Telegraph to downtown Oakland in the middle of the night. (I was in the grip of a severe depressive episode at the time and was not rational.) Along the way I remember seeing a crowd of black guys corner a white punk rocker in a phone booth and beat him unconscious (or dead — I couldn’t tell).
Somehow, my Guardian Angel prevented me from meeting a similar fate; no one noticed me at all.
