WASHINGTON (CNN) -- Russian military aircraft flew just 500 feet over two U.S. Navy ships this week as the ships participated in a joint military exercise with South Korea in the Sea of Japan, according to U.S. military officials.

They are in international waters and have just as much right to be there as the carrier does.
The same as now. Intercept them a ways away from the carrier and escort them while in the vicinity. I was on active duty in the 70's and 80's and when we were in the Med or eastern Atlantic overflights were common.
We did it to them all the time.
It is only a game.
They were just adding realism to the exercise. I mean its not like we wouldn’t be engaged in real operations w S. Korea that wouldn’t entail Russian fighters moving on us.

Russian pilots have no culture. That is they are uncultured or uncivilized, which translates, I think, to something of an insult in Russian. (Of course that's true of many of our younger pilots as well. :) )
If my wife's step niece had been about, or one of the wife's sisters in law, I could have gotten a real translation, the three of them being native speakers of Russian, instead of using Bablefish. But I ran that translation from English to Russian and then back, and the general meaning was preserved. When tried "unclutured", the reverse translation implied something not grown in a nutrient broth in a petri disk. :)
