Half of congress should be under arrest right now as far as I am concerned. Dodd, and Pelosi and Fwank are all vying for top spot on that list.

I think they all hold #1 spot equally. Throw in Teddy, too. I think it would be great if he died in disgrace, and an arrest would help with that.
