To 'control' all the red neck Americans down there who might at any time own or have owned firearms...anyone daring to protest or to observe the border (armed or not)...any and all sporting goods stores that might have sold any firearms to mexican citizens...any and all gun shows within 100 miles of the border...etc.
I suppose that, on slow days, they might trip over a mexican dumb enough to be carrying a weapon from the US to mexico; if he tied a flag to the barrel.
