I don't think the “neighbors helping neighbors” aspect will surface until there have been a lot of flagrant mini-Wacos.

Perhaps something as simple as "neighborhood meetings" in which we get to know at least some of our neighbors, could help. Every area could have its own "neighborhood watch", which would hopefully evolve into some sort of "mutual defense network".

Another positive thing about such a "get to know your neighbors" effort could be a real "heads-up" as to who any potential "Benedict Arnolds" might be.

BTW, I have read with great interest some of your bio stuff, and I thank you for your distinguished service & accomplishments.

I agree with getting to know your neighbors, but you don’t want to get too far out in front. Better to formulate various neighborhood watch contingencies, and then wait for some emergency (break ins, crimes) to present them at a meeting. If you are too far out in front pushing these concepts, too many people will mark you down as a “paranoid busybody” and will not be receptive to your ideas later.
