I’ve been going through it page by page, here is my summary:

The bill, ostensibly an amendments of “national service” does the following:

1. Directs moneys to groups such as ACORN and La Raza “increase public and private investment in non-profit community organizations that are effectively addressing national and local challenges” (p6)

2. Encourage national service to help address “education for low income students” and improving the “health welfare and economic opportunities of the neediest individuals (p6)

3. “Renew the ethic of civic responsibility and the spirit of community to children and youth throughout the United States”.

4. Increases the number of VISTA and National Civilian Community Corps ‘volunteers’ to 1/4 million.

5. Has special provisions to support “Hispanic Serving Institutions” and “Historically Black Colleges (p11)

6. Permits the FedGov to end-around “states, territories, Indian tribes or local educational agency” that are unwilling or unable, due to local laws, to participate in the program. YOU WILL BE ASSIMILIATED.

7. Requires the setting up of “Youth Engagement Zones” where “not less than 90 percent of the students participate in service learning activities” and “service learning is a madatory part of the curriculum in all of the secondary schools served by the local educational agency” (p43-44)

(additional text makes clear this level of participation is targeted at minority groups).

8. Requires “service learning” to be integrated into the science, technology, engineering, and math curricula at the elementary, secondary and post secondary and post baccalaureate levels. (I imagine this is two fold. Ends the need for affirmative action by allowing minorities to graduate via ‘service-learning’ in tough hard science departments and breaks down the last bastions of conservatism in many shcools, the sciences, by forcing Obamunist cadres into minder positions) (p44)

9. Implement “summer of service” program for grades 6 to 12. (p47) which pays the Obama Youth for mulling around their ‘community’ something (p47)

10. Allows Feds to pay for 75% of all this, and localities to pay “in cash or kind” , meaning letting the cadres use the school buildings will cover the other 25%. (p50) except for “distressed communities” (p55) where FedGov can pay living allowances, employment related taxes, health care coverage, workers comp.

11. Calls for formation of “Education Corps.” , apparently aimed at helping minority and disadvantaged youth. (p60)

12. Calls for formation of “Healthy Futures Corps.” to address ‘unmet health needs within communities’ (p61) (Obama’s ‘barefoot doctors’?) (p62)

13. Calls for the formation of a “Clean Energy Corps.” to address “unmet environmental needs within ‘communities’ such as retrofitting low income housing to increase energy efficiency, and “assisting in emergency operations such as disaster prevention and relief” and planting trees.

14. Further stipulates the formation of “full-time, year-round youth corps program or full-time summer youth-corp program such as conservation corp or youth service corps, and of course and especially ‘urban youth corps’ for ‘youths’ age 16 to 25, said corps must be 50% must be ‘disadvantaged’. (68)

15. Calls for the formation of a “Veterans Corps” to meet needs of vets. Veteran housing, etc.

16. Calls for the formation of “Opportunity Corps” as the all-around everything else category to meet “unmet educational, human, environmental and public safety (!!) needs in communities with inadequate numbers of such professionals. This is the first section (p75) that calls out ‘rural communities’ in it.

17. Calls for the formation of an “E-Corps Program” to increase access to technology in underserved communities.

18. “ A program that engages citizens in public safety, public health adn emergency disaster preparedness and may include the recruitment and placing of qualified participants in positions to be trainees as law enforcement officers ... and may engage Federal, State and local stakeholders (note not elected officials, but random Obamunists deemed ‘stakeholders’) to organize more effective response to issues of public safety .. emergencies and disasters. (p76)

19. Laughably requires that educational tutors have either a high school diploma or “have passed a proficiency test” (p84)

20. Provides for “citizenship training”. “...requirements of for recipients of assistance under the national service laws relating to the promotion of citizenship and civic engagement” ... “among individuals enrolled in approved National Service Positions and approved Summer of Service positions. (p85)

21. “Challenge Grants” .. apparently will mean FedGov of Obama will match Soros type contributions. (p89)
