The reality of that passing 2/3rds of the Congress, 2/3rds of the Senate and 2/3rds of the States is, in my opinion, a virtual impossibility. By the time that happens, Bambi may have already been voted out after his first term. Just to get through 2/3rds of the States may require several election cycles.
