The real problem was a lack of brains on either side of the dispute.
This was obvious racism. The manager on duty, Franschesca Torres, was clearly refusing to refund her money because she was black.
Agreed, they should charge her for calling 911 for a non-emergency, and they should charge the McDonalds manager with theft for refusing to give her money back.
