Good question. I can only surmise that the States, being the parties to the compact, would have standing.

Since the State reps in Congress decided to confirm the Obomination, it is up to the individual States to file suit.

The People, individually, can never have standing. We are the purpose of but not the parties to the Constitutional Compact.
