It's a matter of control. The democrats need a certain number of Republican tax slaves to stay in power. Too many tax slaves turns into too many Republican voters. Not enough slaves and the democrat dependents lose their government cheese.

If there are too many dependent democrats, the Republican slaves won't be able to produce enough to feed them all.

It's a matter of balance. Kill off the extra, useless democrat eaters, keep just enough to stay in power, and keep a minimum of slaves working to maintain them.
