Any act of Congress, in the mater, would be “naturalization” and could NOT confer “Natural Born” status.

How can Congress define who are naturalized citizens if they don't first identify who are not?

You have it backwards.
I suggest you read an application for US Passport.

There are stated ways to CLAIM citizenship, on that document. There is also an explanation that the date of your birth does come into play, as the laws do change, over time.
