Why should someone have to get a tag from the state to hunt deer? When did the state gain ownership of deer on my land?

Oh, never mind. I just remembered that it's not my land. The state is just leaseing it to me.

In WV, a land owner is allowed to take one deer from his own land without a license. "Problem" deer on your land require input from the DNR, not sure of how that works.
