Yes, the hybrids will also pay the tax, and if they shelve it and revive it later it may have another twist. Three states are considering implementing it as a state tax. If you travel, or have longer commute then you will pay more tax-— plus there is already gas tax...so it’s double taxation, if mileage tax gets implemented.

That’s true but people who drive more miles already pay more gas taxes since the tax is per gallon.
But right now, people with high efficiency cars get a break because of better gas mileage. That will go away under the new plan.
