Oh, you definitely should not.
Ask your elected representatives, they’ll be happy to explain to you how it all works and how it’ll be built by next year and for less than one billion dollars.

All new cars would have a “port” to plug in a reader to the computer system and read the mileage, add in the taxes to the pump price, then reset to the new mileage.
The Gov would just force the stations to install the new pumps.
Before the pump would start you would have to plug in the reader.
No GPS, no massive tracking of every vehicle and their tax money would get sent in by the stations that collect it.
It really wouldn't be that hard because every new car with a computer already has a port to plug in and read the computer to diagnose problems.
