Call it a fee or a tax but I pay for water by volume now.

I pay for water and waste. Nothing new here. Since most of Australia is arrid, this will encourage using rain and grey water to flush toilets.

I've always had metered water, except when on a well, and even then, the more water that's used, the more it costs.
