That would be quite an accomplishment: 3/4 of the states. But I don’t think this is the first time such an amendment, or repeal of the amendment has been proposed and has never gone anywhere.

Agreed.

I went back to each Congress since the 105th(during Clintoon's time)and this same Representative had introduced this same legislation each session.

But, that doesn't mean that it won't continue to go anywhere...

I suppose it might have gained a little strength in its legs, but I have a hard time believing it could get past the ambitious politicians in Washington to even make it to a plebescite.
