They first need 60 votes for cloture, but after that they only need a simple majority.
If Spector and Collins vote no on cloture, then it’s killed . . . for a while. Don’t kid yourself, though - the Dims will keep bringing it up, or close cousins of it, from now until they pass it. Or until they lose the majority.
