If it was me, and I wanted to bring in troops ot do this, I wouldn’t use my own. My own would be scattered around the rest of the world.
Nope, I’d use UN troops from other countries. They will have much less connect to this country, its citizens, its laws, traditions and customs. Much easier for them to follow orders on foreigners.

And the minute they showed up you would enrage a population. Most people will dread having to fight fellow Americans. But foreign troops on our soil against US citizens? It would be Open Season.
