When panic, there is opportunity, I’ve been out since about Dow 13,700....I’m starting to phase back in in small increments of 20% every few months or on big down days.

Maybe. But, I see 4 years of Tyranny ahead of us - particularly financial tyranny. Bank accounts may mean nothing down the road except something the government can take from you and give to someone else.
