I wish that was true, but it's unlikely. It takes 50% to pass a bill. It takes 60% to end debate. If the Dark Side wins the vote to end debate, they win the vote to end captialism.

That's not what a quorum call is about. It just means the Senators are being summoned for roll call. If a quorum (i.e., 50%) of the Senate doesn't show up, someone can then motion for adjournment. It's a stall tactic.

If the Senate changes the bill and it gets passed, does it go back to the House or a House Committee for a vote?

I always thought the bills were supposed to go from the House to the Senate to the President, but it seems like I have seen bills go back to the House for a vote.
