I'm not keeping anything hidden, dear granny. You seem to be confusing me with the Hawaii Department of Public Health. It's their policy to keep everyone's (not just Bambi's) long form private, not mine.
Now why are you so obcessed with seeing the long form? Why aren't you satistfied with the short form?

Now I know that this statute was revised in 1982. But to what extent it was actually revised I am still not sure. It could have well been minor revisions to an already existing law. I have been trying to find what the law books were saying back in '59 through '61, but it has been relatively difficult to go back that far for specific information.
Again, the logistics involved sort of mandate that kind of flexibility because Hawaii is a tiny state that is isolated out there in the Pacific. And travel in and out state becomes a necessity for just about everyone at some point or another.

Wrong. You can obtain a Certification of Live Birth for an out of state birth provided you can prove actual Hawaiian residency.
Again, a Certification of Live Birth is NOT a document unto itself. It is not issued in the absence of a birth certificate. That's because a Certification of Live Birth is a COPY of the birth certificate.
Read what it says right on the document itself:
This COPY serves as prima facie evidence of the fact of birth in any court proceeding. [HRS 338-13(b), 338-19]
It says this COPY, not this CERTIFICATE.
Now look at the statute cited on the document providing for the issuance of COPIES of birth certificates.
§338-13 Certified copies. (a) Subject to the requirements of sections 338-16, 338-17, and 338-18, the department of health shall, upon request, furnish to any applicant a certified copy of any certificate, or the contents of any certificate, or any part thereof.
(b) Copies of the contents of any certificate on file in the department, certified by the department shall be considered for all purposes the same as the original, subject to the requirements of sections 338-16, 338-17, and 338-18.
(c) Copies may be made by photography, dry copy reproduction, typing, computer printout or other process approved by the director of health.
So once again, a Certification of Live Birth is NOT a document unto itself. It is a COPY of a birth certificate and is only issued if there is already a BIRTH CERTIFICATE on file with the Department of Health.
No birth certificate, no Certification of Live Birth.

No, that statute was ENACTED in 1982. The earliest year in the statute's history is the year it was enacted. Revisions or amendments are listed afterward. Such as this, from 338-13 which I previously quoted:
[L 1949, c 327, §17; RL 1955, §57-16; am L Sp 1959 2d, c 1, §19; HRS §338-13; am L 1978, c 49, §1]
It was ENACTED in 1949. And subsequently revised or amended in 1955, 1959, and most recently in 1978.
