Off the top of my head:

Well, that probably tells me there won't be much to work with, but be that as is may...

1. The cut off the blood supply theory, i.e., a massive movement to stop paying Federal income taxes.
2. A mass movement to elect non-Democrats and non-Republicans to Federal office.
3. Repeal of the 17th Amendment.
4. A mass movement in this country for people to become more involved in the political process; lure people from the bread and circus to the things that really matter. I read a blog post today that said, essentially, "I know more about Paris Hilton's cervix than I do about the way my country is run." That statement speaks volumes. ment speaks volumes.

Har! Just as I thought. You are going to organize these mass movements, how? What you have before you is a turnkey mass movement and you can't even see it. The STATES should be OUR guardians against the feral government. THEY are guilty of dereliction of duty. THEY need to become the mass movement. Can't you see that???

Kick against more pricks, Don Quixote. The 50 state governments are, more often than not, farm teams for the Feds, and that's not going to change in your children's children's lifetime. If it ever will, your "movement" needs to inspire the rank and file, i.e., the man and woman pulling the lever with the same intensity that they attend church every Easter and Christmas, i.e., those who aren't now currently engaged in politics or the political process aside from the rote "duties." And the only way you do that is by giving them a reason to care through education.
