The article does not say a thing about the government having the power to compel people to go to those. It authorizes the government to create places for disaster displaced people. Unless it is true that the bill (which probably has little support anyway) allows the government to force people to these places it seems to me the author of the piece is a black helicopter chicken little.
The WND original article also says nothing about the government being able to force people to these either. Barring that critical piece of information its impossible to come to their paranoid comparison linking this to Nazi Germany and even then it takes a gigantic leap.

Sometimes WND takes huge leaps that aren't supported by the facts at all. This looks like one of those leaps. The bill calls for the establishment of six emergency centers for the purpose of disaster relief. It comes under FEMA, under the Homeland Security department.
