The law was on the books prior to 1982, it was on the books way back before Hawaii joined the U.S. as a state. It was revised in 1972 and then rewritten again in 1982. When Hawaii originally joined the union they were intent on boosting their population numbers with an eye on federal dollars. The more population they had the more federal funding they would receive, population numbers would be boosted with the number of birth certificates issued. The same applied to the initial pilot project of food stamps which began in Hawaii in 1959 immediately after they joined the U.S.
