Reading through the order it looks like Bush is just protecting the existing White House staff by ensuring they don’t need to be reinvestigated by the administration. Maybe to avoid another White House TravelGate.
Maybe it is a protection against Nazi Pelousey’s infering the prosecution of alleged war crimes by Bush and Cheney?
