GWB, as the titular head of the Republican Party, never even made an attempt to enforce any sort of Party discipline, unless it was to further the crock of so-called 'bipartisanship' and 'changing the tone' in Washington which when translated means rolling over for the 'Rats and stabbing conservatives in the back. That is why the GOP is a RINO-infested, diseased and dying carcus, after nominating a carcus as it's candidate last summer.
