The shooter should get a Good Citizen award. Maybe that should be a reward instead of an award. If we calculated what the cost of a non-capitol punishment trial and imprisonment for say 10 years would be and gave our hero 10% of it we'd be 'way ahead money wise. It might also encourage other folks to help the police "Take a bite out of crime".
