I’m still not finding “regulate the health care industry and make abortion law” in the Constitution anywhere as a Federal job.

It's an implied right emanating from the solemn interpretations of legal scholars who seem to discover whatever hidden meaning they want in among the nuances and penumbras of Constitutional language - but are utterly baffled by the words "shall not be infringed".
