No way. He has already said that the question of abortion is above his pay grade.

I’m still not finding “regulate the health care industry and make abortion law” in the Constitution anywhere as a Federal job. It's an implied right emanating from the solemn interpretations of legal scholars who seem to discover whatever hidden meaning they want in among the nuances and penumbras of Constitutional language - but are utterly baffled by the words "shall not be infringed".

I’ve heard this quoted a lot of times, but doesn’t such a bill have to be passed by Congress before O can sign it? How can this be his first act, then? I would think getting it thru Congress isn’t a slam-dunk. What am I missing?
