Unless California is not in America, I believe Tom Bradley was Mayor of Los Angeles before Washington was Mayor of Chicago.

He was the first and to date only African American mayor of Los Angeles. His 20 years in office mark the longest tenure by any mayor in the city’s history


Harold Washington (April 15, 1922–November 25, 1987) was an American lawyer and politician who became the first African American Mayor of Chicago, serving from 1983 until his death in 1987.
