I believe political payoffs in jobs is what brought the Civil Service Commission to be formed to replace the Spoils system. In part, but getting reasonably competant people working for the government was another. But, as usual, they overdid it, and made it *almost* impossible to fire a Civil Servant.

Reagan replaced all the Carter appointees (Thank God!), Clinton replaced all the Bush appointees, and Bush replaced all the Clinton ones. It's not going to change now.
