If he was born in Kenya he is a lot more than a liar. That means the BC he submitted is a forgery and he has committed fraud.

Yes, if the BC is fake and if he has ever submitted it to a Court or Gov. Agency he could be charged with a crime and impeached.

However, one would have to prove that he has done so.

Look at his passport file and see what documentation he used in his application.
