“The body was found behind a fenced area where the searchers were not allowed to go. Can utility workers go on fenced property without permission from the owner? “

After the water subsided, why wouldn’t they be allowed to search there? What owner would deny permission for looking for this little girl there or is it a friend of Casey’s that owns it?
