It can also be rwead as two separate events. Governor congratulates Obama. Gov discusses replacement with staff (as stated in the paragraph).

I don't see how they could talk without discussiong the replacement, but I can read this and explain it either way. As will the gov and Obama.

There should be a release or news report that they met and discussed the replacement. The article should be written in the past tense.
