Souter didn’t distribute the case when he received it, he trew it in the trash can... be as negative as you like..you may be very surprized in the end...;-)
You are correct. The standard procedure is for the SECOND Justice to distribute it. The first Justice rules on it (or so it appears), THEN, the second Jusice refers it to the full court.
