According to the EPA 11% of methane production on the planet is from termites...I suppose about 2 cents per termite would save the planet.

I'm wondering if someone in the EPA may have put this idea forward in order to throw ridicule on the Supreme Court decision. A case of reductio ad absurdum. You asked for it, so now we're giving it to you.
On the other hand, the envirowhackos are so extreme these days, and Obamania is so widespread, that it might just be a serious proposal. It would be sadly comic if it was put forward as a warning joke and then gets approved.
