Your incorrect. The Electoral college selects the president. Not popular vote, and as such, you cannot vote in a Vice-Presidential Running mate. He did not run for president. Hillary and anyone else were not on the ballot.

Not true. The democratic slate of electors would be able to vote for whomever they wanted. There is NOTHING that stops an elector for changing their vote in the electoral college. That's why they are always the staunchest party loyals that are chosen for it.
Joe Biden was nominated by the Democratic Party to be on the ticket, and this is the direction that the Electors will be certain to take in an event of Obambi’s ineligibility, deferring to the expressed intent of the popular vote.
