I have heard an unconfirmed story that a now-retired INS agent interviewed O upon his return from Pakistan in 1981 and specifically remembers him and the fact that he was indeed on a student visa at that time.

I don't think this is it. I do think he might have gotten foreign student aid under false pretense. This along with his trip to Pakistan when he was younger is some of the more interesting angles in this story.
