He said: "Of course regulations and sanctions alone cannot deliver a global solution to problems of climate change, but without such components the incentive for individual countries to address those problems and to achieve solutions that are politically acceptable within their own jurisdictions will be much reduced."
The court would be led by retired judges, climate change experts and public figures...

Barack Obama has said that this will be something he will do quickly after he becomes POTUS. I think he means it too.
The problem today is that this country is filled with idiots with high school diplomas. Public education has taught them that America is the problem for the world. That’s why they voted for Obama.
They think America owes it to the world to pay for the environment and everything else the U.N. can come up with.
No they are not. And we shouldn’t either. The American left is probably planning on being involved in the means process for emissions standards, so they will be exempt for a time. Just like here in America, they make the rules, but the rules don’t apply to them.
Notice the international body didn’t do this until Obama was elected. They knew Bush or a GOP successor would tell them to take a hike trying to collect any fees, or complying with supposed targets. Obama is already selling us out to the eco-nuts, God help us all.
