Please explain your question. President Bush didn't start the WOT, he just named it.

And how does one end a war on terrorism? capitulate, or just just accept it as a daily occurrence?

You are incorrect.

Previous Presidents treated over 20 years of terrorist acts against America as crimes and sought the arrest and due process for the perpetrators.

At the time of the September 11, 2001, terrorist attack America finally had a President with the courage to declare war on terrorism, wherever found. That President was President George W. Bush.
