I am pretty certain it was Blanco both times 2003 & 2007. As for the African-Americans, they would vote for a democrat in large numbers regardless of who is running. That is a long standing issue with me as to why they do it and why GOP does not do a better job of PR.

The black community isn’t stupid. They get a significant income from the government through a variety of programs and affirmative action. The GOP has usually been against this. Why would the black community vote to reduce their own income and preferential treatment?
