What I don’t understand is why the DOW is at +206.

Because the Chosen 0ne has named his economic team, and given a clear signal to Wall Street that he means business as usual (more bailouts and money for the banks and investment firms, etc.). Traders on the floor of the stock exchange don't care a whit about what's happening in India at the moment.
