It would be very surprising to find that they took the boats more than a few kilometers.
The boats were most likely launched from a secluded area and used to ferry people in so they could hit several sites from different directions. They used them for tactical advantage rather than pure transportation.
This is one elaborate attack.
Almost the kind of organized commando attack you would see in front of a major land invasion. No one is invading Mumbai of course, but very sophisticated and well planned. Had numerous targets all meticulously chosen in advance.
