I agree with you about looters.
Where there's a will, there's a way.
When we evacuated in Colorado, our town was crawling with law enforcement with barricades at each road in and out of town.
Nobody went in or out without proper ID.
We had no instances of looting.
A few years before I moved here my neighbor was telling me that the roads were flooded and everyone had to evacuate. She said residents were assured that no one would get in. Well , while the entrances were being guarded, supposedly looters came in , in canoes and helped themselves.
