IIRC It is customary to seal an official document when it is to be presented as evidence in a case. Just like people involved in cases are not to talk about it.

Today there was suppose to be a ruing on Davis’ Freedom of Information Suit in HI. Anyone hear the results?

Governor Lingle (R) has denied she "sealed" the file. However, the law states that only the selfsame person (Obama) can ask to have it released.
