There are specific rules....IIRC: The VP would act as President until a duly certified President could assume the office.

IN some states, they can. The electors must vote for President, and Vice President (separately!). Some states require them to vote for the person they were elected to vote for. But most do not, and there are a few "rogue" electors most every election. Nothing would stop those from states where it is allowed to all vote for Her Thighness instead of The One.
